On September 5, a press conference of the Head of the Headquarters of the National Movement for the Protection of the Statehood of Abkhazia took place.
We welcome the fact that it was stated in the press conference that the Headquarters will act strictly in accordance with the main law - the Constitution of the Republic of Abkhazia. However, one of the main wishes of the members of this movement is the voluntary and early resignation of the incumbent President. Also at the press conference, an opinion was voiced about the need to guarantee the non-advancement of the incumbent President for a second term at the upcoming presidential elections in 2019.
We consider the formulation of this question to be unjustified and unreasonable. In accordance with the Constitution, the President can be removed from office in cases of violation of his oath, the Constitution and the laws of the Republic of Abkhazia. At the same time, such a decision is adopted by the Parliament on the basis of the Constitutional Court’s decision by a two-thirds majority. As we see, there are no legal grounds for an early termination of the powers of the President.
Concerning the question whether the incumbent President will run for a second term, we consider it premature. The Head of State often answered this question at press conferences. He said that he would take the final decision and notify the public not earlier than the deadline established by the Constitution and the legislation of the Republic of Abkhazia.
At the same time, we draw attention to the fact that only the Constitution and the electoral legislation determine the criteria for who can run for President and who cannot.
We want to point out that such statements will not lead to the fulfilment of the goal to unite the Abkhazian people which the newly established movement claims to achieve.
