On April 19, negotiations between the President of the Republic of Abkhazia Raul Khadjimba and the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov took place in the Administration of the President of the Republic of Abkhazia. After the negotiations, they spoke to the press.
“We have discussed a range of questions with Sergey Viktorovich, which are important to Abkhazia, such as questions of acquiring Russian citizenship under a simplified scheme, socio-economic and Investment program questions. This range of questions is vitally important to us. From the Russian side, we have once again received a confirmation that they are ready to continue working in that direction. I hope that the results will be evident”, - said the President of the Republic of Abkhazia Raul Khadjimba.
“I would like to thank Raul Djumkovich and all our Abkhazian friends for their hospitality. Yesterday we discussed these issues in an informal setting and today, in the Administration of the President of the Republic of Abkhazia, we held thorough negotiations and we have confirmed our mutual focus on the strengthening of our alliance and our strategic partnership in all areas. There was a special emphasis on trade and economic and investment ties. At the end of last year, another meeting of the intergovernmental commission on trade and economic issues took place, as well as a business forum of Russian and Abkhazian businessmen. Specific steps have been outlined to continue developing the economic sphere and to address the social tasks.
We have also confirmed that we will fulfill all those agreements that follow from the Treaty on Alliance and Strategic Partnership of 2014. We have also reviewed the progress of promotion of relevant sectoral documents. We are certain that it is necessary to continue participating in international forums. The Geneva Discussions show progress, even though it is slow. We think it is possible to conclude a legally binding agreement on the non-use of force in the near future. If we take into account past history, this will become an important event for the entire Caucasus region. Once again, I want express gratitude for the assistance of the President of the Republic of Abkhazia Raul Khadjimba and our other Abkhazian colleagues in the solution of these questions. This allowed us to open the new building complex of the Russian Embassy in Abkhazia”, - commented the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov.
The press also had other questions related to the participation of our republic in international politics and the possibility of joining international organisations. Sergey Lavrov remarked that in order to join an international organisation, all members of that organisation have to first recognise the state that seeks membership.
“Speaking about the Collective Security Treaty Organisation, we would welcome the cooperation of that institution with the Republic of Abkhazia. In order to obtain the status of a full member, the consensus of all member states is necessary, the same applies to the status of an observer. There is no difference, it is important for the decision to be supported by all members of a particular organisation”, - said the Minister of Foreign Affairs of Russia.
He stressed that the Collective Security Treaty Organisation is an organisation that is designed to ensure the security of its member states. As for Abkhazia, the security of the republic is provided by the armed forces of the Russian Federation in cooperation with the armed forces of the Republic of Abkhazia.
“The security of the Republic of Abkhazia is most securely ensured and guaranteed by those relations that are secured by the interstate agreement between the Russian Federation and the Republic of Abkhazia and by the specific measures that the armed forces of the Russian Federation, in cooperation with the armed forces of the Republic of Abkhazia, undertake to ensure the non-repetition of any aggressive encroachments from outside”, - added Sergey Lavrov.
As for the simplified acquisition of Russian citizenship by the citizens of Abkhazia, Sergey Lavrov noted that the relevant draft of the treaty on dual citizenship was presented last year to the Abkhazian side.
“Today we discussed this topic. We expect that it will be promptly agreed upon and adopted. This will allow us to continue the practice of offering simplified citizenship”, - said Sergey Lavrov.
Raul Khadjimba added that the draft agreement is already under consideration in the Cabinet of Ministers.
“We will offer this document for consideration to our parliamentarians, and I have no doubt that the document will be signed”, - said the President.
Speaking about the topic of cargo transportation through Abkhazia, Sergey Lavrov noted that not only Abkhazia and Russia are interested in this.
“The Russian side has no problems with ensuring that the transit is resumed. There is even a legal basis for this to happen, it can be based on agreements that were reached between the Russian Federation and the World Trade Organization in 2011. We know that our Armenian colleagues are interested in the resumption of transit. Today, the President of the Republic of Abkhazia said that Abkhazia does not object to this. Hence, this does not depend on us anymore, but on other countries, where the transit road will lead”, - said the Russian Foreign Minister.
Raul Khadjimba stressed that Abkhazia is ready to solve this question, and that it will affect the development of the state in a positive way.
“This will be an opportunity to have additional funds in the budget of Abkhazia. We need to understand that we are a sovereign, recognised state and that we do not live in isolation, which is why these issues need to be solved in a civilised manner. The Georgian side, if it is ready to resolve this issue, then I have no doubt that it can be resolved, and this will be beneficial to Abkhazia”, - said the Head of State.
