On October 26, before the Day of the Abkhazian language, President of the Republic of Abkhazia Raul Khadzhimba held a meeting with the heads of the State Committee on State Language Policy, State Committee on the Implementation of the State Program of Development of the Abkhazian Language and the Adviser to the President on Science, Culture and Education Vladimir Zantaria.
The President said the following:
“The role and importance of the state language for the country are obvious. Without it, it is impossible to imagine the full development of ethnos, state and culture. The work of the State Committee on State Language Policy is important since it works with young creative people. Within a short period of time, they created a few information programs in Abkhazian for children. Needless to say, they need state support and the conditions to continue developing further.
It is important to comment on the work which was done to preserve and develop the state language in the past years. As it is well known, the first constructive steps in the field of language policy were done under the guidance of Vladislav Ardzinba.
These days, work has been started on projects related to the use of Abkhazian fonts in computer systems. The Ministry of Education pays special attention to the task of increasing the discipline of the learning of the Abkhazian language in schools. I think that it is right to introduce an exam on state language for those who enrol in universities based on quotas. A program on economic issues on the Abkhazian television is a good project. It proves once again that the Abkhazian language is not limited and can be used for terminology in different spheres of life. The work of the Committee for Repatriation to teach the state language also brings joy and optimism.
I would like to point out that there are many mistakes in the texts of advertisements. Abkhazian language is rich in its artistic symbols, names and images. Yet, as we have seen, they can be lost among foreign ones. Often, advertisements are written in Abkhazian, but it does not convey the right meaning. This should be the task of local administrations and even ministers. The Office of the President is also tasked with carefully examining this issue and choosing those who will monitor this.
One of the most important issues is the preparation to the school reform. Without this, everything else may remain unsuccessful. For parents to happily send their children to Abkhazian schools, it is necessary to use new methods for the education process.
The Abkhazian language courses for civil servants which were started recently should receive appropriate support in all districts and at the Cabinet of Ministers.
I am certain that with a right attitude on the part of the state institutions, the Abkhazian language will be developed”.
Adviser to the President on Science, Culture and Education Vladimir Zantaria commented on the growing number of people who study the Abkhazian language and want to teach it to their children. He also pointed out the importance of changing the teaching methods in schools. He also added that without waiting for reforms, which might take a few years, it is necessary to start making changes already today, based on the existing methodological developments.
Chairman of the State Committee on State Language Policy Nurbey Lomia said that the Committee supports the Abkhazian language courses for civil servants this year as far as the financial resources allow. The courses have been organised in Gagra, Sukhum District, Gulripsh and Tkuarchal.
Deputy Chairman of the State Committee on State Language Policy Tamila Arshba remarked that a great help in the work of the Committee is the fact that the leadership of the Republic supports and understands the significance of its work.
Chairman of the State Committee on the Implementation of the State Program of Development of the Abkhazian Language Tali Djapua remarked that within the Committee, there is a special working group on the teaching of the state language in schools, the conclusions of which will be presented shortly. She also asked the leadership of the Republic to assist in resolving financial difficulties of the state structures engaged in the development of the Abkhazian language.
