Within the framework of the first stage of the constitutional reform, the work group under the chairmanship of Valery Agrba presented the President of the Republic of Abkhazia the project of the Constitutional law on amendment of the Constitution of the Republic of Abkhazia “On numerical composition of the People’s Assembly – Parliament of the Republic of Abkhazia”.

The project of the amendment of the Constitution foresees the changes of the numerical composition of the Parliament. This constitutional amendment enables to create the legal base for the possible transition to combined electoral system.

As known, the electoral system is an inherent institution of the modern democratic state, the main function of which is forming a competent people’s representation. The electoral systems vary in different countries based on historical, political and cultural specifications and traditions.  

Perfecting electoral systems is an ongoing process. All countries strive to find a model of electoral system, which would form an effective power acting in the interests of the society. The gathered experience is the basis of genesis of progressive and democratic electoral systems.

The optimal choice of the electoral system is one of the prerequisites of the effective state building.

Analyzing existing electoral systems of different countries, their law enforcement practice the working group concluded that the combined electoral system is an optimal variation for forming legislative body in the Republic of Abkhazia.

According to elaborators of the constitutional amendment, the combined electoral system lets balance the advantages and disadvantages of proportional and majority system, when the positive sides of the listed electoral formulas neutralize their negative sides.

The biggest advantage of the combined electoral system is that it enables to provide both party and regional representation in the Parliament.

Each voter has the opportunity to vote either for the party list, choosing the political program, or the concrete candidate, set up in an electoral district. Thus, on one hand the full-scale representation of existing interests and priorities is provided, the development of multiparty system is stimulated, which enables to form professional legislative body, the composition of which reflects the political constellation; on another hand the ties of the voters with the elected MPs remains: each voter has the representative from his district in the Parliament.

An undeniable advantage of such an electoral system is the guarantee of realization of passive electoral vote of politically uncommitted citizens that have an opportunity to participate in the elections by means of self-nomination.

Thus, the combined electoral system preserves the continuation of the existing model of political system, in line with which the political life in Abkhazia will be developed.

In the shortest time, the presented proposals will be examined and sent to the Parliament.
