The President Raul Khadzhimba conducted a meeting of the work group of the Commission on constitutional reform.
The Speaker of the People’s Assembly – Parliament Valeriy Bganba, the Head of the Administration of the President Astamur Taniya, the First deputy Head of the Administration of the President Dmitry Shamba, deputy Head of the Administration of the President Astamur Appba, the Minister of justice Marina Piliya, the chair of the committee of the People’s Assembly – Parliament on policy of law, state-building and human rights Valeriy Agrba and lawyer Esma Korsaya were present to the meeting.
The issues of redistribution of competences between executive and legislative branches, corrections of the electoral system and reforming of the bodies of local self-governance were discussed.
Raul Khadzhimba pointed out that the elections to the self-governance bodies were rescheduled to take place in April 2016, and that is the reason why the activities related to the reform of the system of self-governance bodies have to be finalized before the beginning of the pre-electoral campaign. He noted that at the first stage the attention should be focused on constitutional amendments related to the changes of the electoral system and the system of the local self-governance. It was noted that the next step would be working on amendments of the chapters 3 and 4 of the Constitution related to the redistribution of competences between the executive and legislative branches.
The Commission on the constitutional reform was established by the Presidential Decree of January 22, 2015 with the aim of elaboration of amendments to the Constitution of the Republic of Abkhazia targeting the reforming of the institutions of state authority local self-governance.
