After reading the Resolution entitled “On the conclusions of the Committee on the investigation of the pardon of the convict G.Ts. Lukava” which was adopted yesterday by the People’s Assembly-Parliament of the Republic of Abkhazia, President of the Republic of Abkhazia Raul Khadjimba confirms his readiness to consider the candidates for the position of judge of the Constitutional Court which will be presented by the members of Parliament.
On his part, the Head of State intends to present as soon as possible to the People’s Assembly a proposal on the election of the fifth judge of the Constitutional Court so that the full composition of the Court would be formed and it would start to carry out its functions.
The President approves of the suggestions of the deputy corps which are related to the making of appropriate changes to the legislation which would provide for the restriction of pardon rights of people who are convicted of particularly serious crimes.
We should take into account that in the course of these few days, some opposition forces demanded the creation of a parliamentary committee and urged everyone to wait for its conclusions, but after the committee’s conclusions they started making other unacceptable demands. If we also take into account that the Constitutional court considers the issues of law, the issues of constitutionality of a legal act, and does not verify the actual circumstances of the application of legal acts, President Raul Khadjimba does not accept proposals on the temporary dismissal of the Head of the Administration of the President of the Republic of Abkhazia from his position prior to a consideration by the Constitutional Court of the constitutionality of the Decree by the Head of State.
